Day 1 - Ongoing Implications of COVID-19 when Managing the Public Sector Workforce in New York State

Presented by: John Corcoran, Esq. and Emily Middlebrook, Esq. of the Syracuse law firm of Hancock Estabrook, LLP

This session will examine the key topics including the state and federal paid emergency sick leave laws, managing leaves for employees affected by the school re-openings, coping with returning employees who have traveled to high risk states, the collective bargaining trends in the COVID-19 world, and how to manage the recording of compensable work time for employees who work remotely. Participants will have the opportunity to pose questions for any challenges they currently are facing. 

Day 2 - Handling the COVID Disrupted Workplace: The issues of Engagement, Productivity & Performance Management

Because of the unprecedented nature of the obstacles that have arisen during COVID- 19, we have scrambled to produce inconsistent and, sometimes, ill-conceived solutions. The good news is that thought leaders and successful companies have started to report their best practices for all of the upheaval facing remote and bricks-and-mortar workforces. This session will provide actionable behaviors for leaders, managers and people who think like them to preserve—and perhaps even increase—engagement, productivity and performance management during this current uncertainty through an eventual transition to a post-COVID workplace landscape.

Day 1 : John F. Corcoran and Emily Middlebrook, Hancock Estabrook


John F. Corcoran is the Leader of the Firm’s Education and Municipal Practices, and formerly served as Chair of the Labor & Employment Department. He has extensive experience representing management in labor and employment litigation with an emphasis on the public sector, collective bargaining as the employer’s chief negotiator, labor arbitrations, education law and municipal law, including fire service matters. Mr. Corcoran also serves frequently as the public employer’s advocate or designee on compulsory interest arbitration panels for police, fire and deputy sheriff negotiations. Some recent service in this regard has been on behalf of Onondaga County, Oneida County, Chenango County, Jefferson County, Madison County, City of Rensselaer, Town of Cicero, City of Little Falls and Village of Baldwinsville. He also serves as a neutral hearing officer in public sector employment matters, including disciplinary cases under Section 75 of the New York Civil Service Law.


Emily A. Middlebrook is an Associate in the Labor & Employment Department. Ms. Middlebrook represents both private and public employers in all aspects of labor and employment law. One focus of her practice is labor-management relations which includes assisting in collective bargaining on behalf of public employers.

She also assists in counseling clients on several labor and employment issues, including Family and Medical Leave Act compliance, Fair Labor Standards Act compliance, discrimination and harassment, compliance with labor laws, overtime laws and developing employment policies and handbooks.

Day 2: John Mancuso, Founder


John Mancuso consults with a diverse set of industries, including public and non-profit agencies. Recently, he served as Director of Curriculum and Professional Development for the 47, 000 employees of the New York City Transit Authority (MTA). He customized curricula in areas such as leadership, communication, conflict resolution and team building. Additionally, he wrote and conducted a three-day leadership series as a succession plan for the exodus of retirement-eligible employees. Before Transit, John was a consultant for Cengage Learning, where he facilitated peer-to-peer professional development and served as keynote speaker at post-secondary institutions and national conferences. He also spent approximately ten years as the Department Chair of Liberal Arts and Sciences at the Art Institute of New York City, where he oversaw the creation of two Associate and Bachelor-level academic programs. John splits his time between Manhattan and the Catskill Mountains in Upstate New York.
